1. Google is used as a primary search engine by 91% people in the UK! Bear this in mind when optimizing your site.

The text enclosed by title tag is not visible on the page but it is indexed by google bots.
For each page have a very specific title reflecting its content, as google indexes all pages separately.
3. Use meta tags. Only "keywords" and "description" is checked. No more then 10 keywords and no more the 160 characters in description.

Eventually, if such town exists there than you know now what will happen. :-)
Of course, this is not a complete list but I think that it contains the most important tips. However, this does not guaranty that your site will be listed on the first search page because there are many other factors (rich businesses, well known brands, keywords used by different people, use of AdWords with Pay-Per-Click to list few) to be taken into consideration but give it a go and find out.
